In 1945, I.S. Shattuck was employed as city planning consultant. He presented a master plan that recommended a renovation of the area between Fourth Street and the Red River in Fargo, N.D. which became part of Fargo city ordinances. City officials passed enabling legislature to allow Fargo to accept federal aid, This was the creation of the Fargo Urban Renewal Agency.
